How, exactly, does Kolo interact with Diplomacy? Does the clause on page 18 regarding breaking the rules apply? ("If one card ability forbids an effect, and another allows it, the effect is forbidden.") Does the ruling on Mirror Bashir allowing its ability to work outside of arc apply? This is a potentially powerful interaction--just look at 2016 Worlds!
